Ukraine jumped 14 positions in the world ranking of AI development

Despite the full-scale war, Ukraine has significantly strengthened its position in the field of artificial intelligence. According to the Government AI Readiness Index 2025, prepared by Oxford Insights, the state immediately rose 14 places and took 40th place among 195 countries in the world. According to certain indicators, Ukraine is already among the global leaders. The level of digitalization of public services has reached 99.63%, and the compliance of legislation with international standards in the field of AI is 92.25%. At the same time, the country is implementing a long-term goal – to become one of the three world leaders in the level of implementation and development of artificial intelligence by 2030.
This year, the WINWIN AI Center of Excellence was launched, and large-scale projects were also launched, including the creation of a national AI assistant for public services “Diya.AI”, the development of its own large-scale language model and the corresponding AI Factory infrastructure, as well as the integration of AI into key public services and digital processes.
A separate focus is placed on defense technologies.

He also announced that by the end of the year, AI assistants will appear in the “Diya” ecosystem, the Strategy for the Development of Artificial Intelligence until 2030 will be presented, an AI assistant will be launched in the “Diya” application, and a national language model will be presented. It is additionally noted that Ukrainian scientists have already achieved a noticeable breakthrough in the synthesis of Ukrainian speech for artificial intelligence systems.
