Ukraine recorded an almost twofold decrease in the number of fines for overloading trucks

In January-May 2026, the number of fines for overloading freight transport in Ukraine significantly reduced. Automatic weighing-in-motion systems WIM recorded 1,388 violations for a total of UAH 19.2 million.

Compared to the same period in 2025, the number of resolutions decreased by 1.8 times. On average, about 280 fines were recorded each month this year, while last year this figure was approximately 480. At the same time, the average fine increased to UAH 13.8 thousand.

The largest number of violations was detected in Dnipropetrovsk, Vinnytsia and Poltava regions. In total, 62 WIM complexes operate in Ukraine, the largest number of them is located in the Kyiv region.

The WIM system has been operating in Ukraine since October 2021. The largest number of violations was recorded in 2023, when almost 13 thousand resolutions were issued for over 196 million UAH. In 2025, the figures decreased to 5.8 thousand fines for 76.2 million UAH.

WIM complexes automatically determine the weight of trucks without stopping them. Sensors in the road surface record the mass of the vehicle, and cameras read the speed, dimensions and license plates. Data on possible violations is transmitted to the processing centers of the Recovery Agency and Ukrtransbezpeka.

Such systems have not only a control function, but also help protect roads from premature destruction. Overloaded trucks quickly damage the coating, while repairing one kilometer of a highway can cost tens of millions of hryvnias.
