Ukraine to introduce limits for gamblers for the first time

The Ministry of Digital Transformation of Ukraine, together with the state agency for control over the gambling and lottery business PlayCity, will introduce limits for gambling participants for the first time. This was reported by the press service of the Ministry of Digital Transformation.

“We have developed a document together with PlayCity, according to which Ukrainians independently determine time and financial limits for the game – for a day, week or month. We have used the best global practice to combat gambling addiction among Ukrainians”, — the message says.

The document provides for the establishment of financial and time limits. Financial limits will determine what part of the monthly income a player can spend on gambling, and time limits will determine the duration of participation in them, including the maximum permitted continuous playing time and mandatory breaks.

According to the explanatory note to the order, gambling organizers must inform players about the need to comply with the established limits on spending and participation time.

“The limits on a player’s spending on gambling and the player’s participation time in a gambling game are set by the player independently, but cannot exceed the limits set by the central executive body that ensures the formation and implementation of state policy in the field of organizing and conducting gambling and the lottery sector”, the document states.

The text of the draft order has already published on the website of the Ministry of Digital. After the public discussion, it will be finalized and agreed with state authorities, after which it will be adopted.

The project proposes to introduce the following restrictions: for casinos and slot machine halls, expenses should not exceed 20% of the average monthly income per day, 30% per week, and 50% per month. For online casinos, poker and bookmakers, the limit is set at 15% of the average monthly income per day, 25% per week and 40% per month.

As for the time of participation, in land-based casinos and slot machines it should not exceed 8 hours per day, 24 hours per week and 36 hours per month. For online casinos, poker and bookmakers – 6 hours per day, 18 hours per week and 27 hours per month.
