Ukraine will create a Paying Agency to support the agricultural sector according to EU standards

In Ukraine, the process of creating the Payment Agency — a state institution that will be responsible for administering financial support to the agricultural sector in accordance with EU standards — has begun. About this informs press service of the Ministry of Agrarian Policy and Food of Ukraine.

The establishment of such an agency is an important strategic step on the path of Ukraine’s integration into the Common Agricultural Policy of the European Union. In addition, this is a necessary prerequisite for Ukrainian farmers to attract funds from European funds, in particular within the framework of pre-accession aid instruments, even before obtaining EU membership.

“The creation of the Payment Agency is an investment in the agricultural future of Ukraine. This is a real mechanism that will allow farmers to receive stable, transparent and targeted support according to European rules.” – noted Minister of Agrarian Policy and Food Vitaly Koval.

The agency’s functions will include informing farmers, processing applications, verifying documents, calculating support volumes, making direct payments, as well as accounting, monitoring and controlling the use of funds.

The creation of a new structure will take place on the basis of the transformation of the Ukrainian State Farm Support Fund. The corresponding bill has already passed the first reading in the Verkhovna Rada. The Ministry of Agrarian Policy and Food, together with experts from the EU IPRSA project, is currently developing a long-term program to support rural development and preparing the necessary regulatory framework.

“We are not just creating a new structure — we are preparing farmers to work according to EU rules. This increases their competitiveness and opens access to large-scale financial support.” Vitaly Koval explained.
