Ukrainians increased investments in government bonds: investments more than doubled in a year

Ukrainians continue to actively invest in government bonds, increasing their investments by more than 50% over the year. In February 2026, the Ministry of Finance held 12 auctions for the placement of government bonds and attracted UAH 56.7 billion in equivalent to the State Budget. The weighted average yield was 14.3% per annum in hryvnia, 3.14% in US dollars and 3.8% in euros. This was reported by the press service of the Ministry of Finance.
As of February 27, 2026, domestic government bonds worth over UAH 2 trillion were in circulation. The largest owners remain commercial banks — 47.86% of the portfolio, as well as the National Bank of Ukraine — 33.09%. The share of legal entities is 10.95%, individuals – 6.07%, insurance companies – 1.19%, non-residents – 0.81%, territorial communities – 0.02%.
In February, investments of legal entities in government bonds increased by 17.9% year-on-year, while investments of citizens increased by more than half. At the end of the month, individuals owned government bonds worth over UAH 121.85 billion, and legal entities – over UAH 219.93 billion.
In January, the Ministry of Finance also held a so-called switch auction with a demand of UAH 10 billion. Investors were offered to exchange bonds maturing on March 18, 2026 for securities maturing on March 7, 2029. As a result, short-term obligations were canceled, which allowed to reduce the debt burden on the budget in 2026.
In 2025, about UAH 570 billion was raised for the budget through government bond auctions. In conditions of a full-scale war, the domestic government borrowing market remains the second largest source of financing after international aid. In 2026, the Ministry of Finance plans to raise up to UAH 420 billion through bonds. Since the beginning of the full-scale invasion, the state has received over 2.1 trillion UAH through internal borrowing.
Both citizens and businesses can purchase military bonds – through the “Diya” application, banks or brokers. The nominal value of one bond is 1,000 UAH, 1,000 USD or 1,000 EUR. In the application, you need to select a service for purchasing military bonds, determine the type of securities, select a bank or broker, provide contact information, sign documents to open a securities account and make a payment.
