The Cabinet of Ministers has updated the procedure for booking from mobilization with a salary criterion of 20 thousand hryvnias

Cabinet of Ministers of Ukraine published resolution No. 1332, which introduces new rules for confirming the criticality of enterprises in order to preserve the possibility of booking employees. According to the document, all enterprises that have the status of critical importance must confirm it by February 28, 2025.
The new requirements stipulate that state-owned enterprises, communal enterprises and those where the share of the state exceeds 50% must meet the criterion of an average salary, which must be higher than the average in the region for the fourth quarter of 2021. For other enterprises, this figure is at least 2.5 times the minimum wage (approximately UAH 20,000). Also, employees subject to reservation must have been paid at this level for at least one month during the last quarter.
One of the key innovations is the possibility of losing a reservation if the employee’s salary is lower than the established threshold (2.5 minimum salaries) during the last reporting quarter.
The government instructed the ministries and regional state administrations within 10 days from the adoption of the resolution to revise the criteria for defining critical enterprises, agreeing on them with the Ministry of Economy and the Ministry of Defense. Over the next three months, all previously issued statuses of critical enterprises will be audited.
After confirming the status, companies will be able to submit new applications for booking employees through the Diya portal, and the booking process should take no more than 72 hours.
The updated rules also provide for the possibility of booking for employees of critical infrastructure enterprises, in particular the energy industry, emergency recovery teams of communication operators and other structures approved by the Ministry of Digital. At the same time, contractors and enterprises servicing life support systems are excluded from the list.
