Ukrainians named customs, the Verkhovna Rada and the government as the most corrupt bodies: survey

A significant part of the interviewees does not know anything about the activities of the organizations and institutions named by sociologists.

According to Ukrainians, corruption in the country is most widespread in customs, in the Verkhovna Rada and the Cabinet of Ministers. These were the results poll, held by the National Democratic Institute and the Kyiv International Institute of Sociology in May.

The main results of the survey

Respondents were asked to name up to three areas or institutions where, in their opinion, corruption is most widespread. According to the results of the survey:

  • 51% of respondents named customs,
  • 48% pointed to the Verkhovna Rada,
  • 32% consider the government corrupt.

Also, a significant percentage of respondents are convinced that corruption flourishes in:

  • police – 27%,
  • medicine – 23%,
  • local authorities – 22%,
  • army – 19%.

Among the organizations and institutions that, according to Ukrainians, effectively fight corruption:

  • citizens – 40%,
  • NABU – 37%,
  • the police and the Anti-Corruption Center – 30% each.

In addition, approximately every fourth Ukrainian considers the following mass media to be effective fighters against corruption:

  • “Bigus.Info” – 28%,
  • “Our money” – 25%,
  • “Investigation.Info” – 21%.

It is worth noting that a significant percentage of respondents (from 27% to 84%) admitted that they do not know about the activities of the named organizations and institutions.

The study lasted from May 8 to 25. The survey was conducted by telephone interview method based on random generation of mobile numbers, covering 2,508 adult residents of Ukraine. The sample did not include temporarily occupied territories as of February 23, 2022 (Crimea, occupied areas of Donetsk and Luhansk regions).

Respondents living in the territories occupied after February 24, 2022 were interviewed provided they felt safe enough to answer the questions.  The random error for the national sample does not exceed 2.2%.
