Ukrainians set a new debt record for utilities in the first quarter of 2026

Ukrainians have reached a record level of debts for utility services: as of the first quarter of 2026, the amount of unpaid bills reached UAH 101.2 billion. Even the high level of current payments did not change the main fact – the country entered the year with a huge tail of unpaid bills. As reported by the State Statistics Service, in the first three months of the year, Ukrainians paid UAH 91.8 billion – this is 94.1% of all charges.
However, even such payment discipline does not save the situation, because old debts are accumulating faster than they can be repaid.
The biggest financial failure is observed in the field of heat supply and hot water. Ukrainians already owe UAH 39.8 billion for these services. Another UAH 36.2 billion is due to debts for gas. Electricity is still third on the list — 18.8 billion UAH, but it is here that the situation is deteriorating the fastest. In just one quarter, electricity debt jumped by 10.6%.
The absolute leader in unpaid utility bills was Dnipropetrovsk region with the amount of 19.2 billion UAH. Next are Donetsk region — 4 billion UAH, Poltava — 3.3 billion UAH, Kyiv — 3 billion UAH and Kyiv region — 2.2 billion UAH.
Ukrainians are still most willing to pay for gas — the payment level here has reached 97.9%. At the same time, heat and hot water remain the most problematic items: only 87.2% of charges have been paid.
