“Ukrzaliznytsia” prepared new rules for the transportation of animals and called to discuss them
Among other things, we are talking about the possibility of transporting animals in a backpack with a waterproof absorbent bottom.
The national carrier “Ukrzaliznytsia” proposed new rules for the transportation of animals. They will enter into force immediately after approval. About this it is said in the company’s official message dated July 2.
“We studied tons of feedback, the experience of partner railways, involved UAnimals experts, lawyers, colleagues from the Ministry of Community Development, Territories and Infrastructure – and have already submitted for approval the changes that we are ready to discuss with you,” the post states.
Among other things, Ukrzaliznytsia proposed the following changes:
replacing the definition of “rigid construction” from the description of carriers, instead you can use a modern animal backpack with a waterproof absorbent bottom;
small animals up to 45 centimeters at the withers can be allowed to be temporarily without a carrier – this will promote healthy activity and sleep on the compartment shelf;
large dogs from 45 centimeters can also be allowed to travel in SV and RIC type wagons in the purchase of a compartment;
large dogs will also have the right to travel in Intercity+, but this involves the purchase of all seats in a row as a single block;
any service dogs of the Defense Forces will have the right to travel free of charge in any type of carriage if they are on a leash and muzzled.
At the same time, the carrier intends to create alternative places for passengers who will experience discomfort or an allergic reaction from the proximity of an animal.
Before approval by the State Regulatory Service of Ukraine, the draft order with all changes will be submitted for public discussion in order to take into account the interests of all passengers, the company notes.
It will be recalled that society was recently outraged by the refusal of train workers to let a man in military uniform with a service dog into the carriage. In the comment of “Ukrzaliznytsia” it was stated that approval of rules for the transportation of animals is carried out by state bodies, and employees must strictly comply with them. Thus, the current rules require that dogs whose height at the withers exceeds 45 centimeters travel in the outer vestibules of the first and last carriages and under the supervision of an attendant.
