Veterans and IDPs will receive 140 million euros in housing support from the BRR
The Council of Europe Development Bank has approved two new projects for Ukraine for a total of 140 million euros. The funds will be used for affordable housing for war veterans and housing support for internally displaced persons from temporarily occupied territories. This was reported by the Ministry of Finance of Ukraine.
On June 18 and 19 in Paris, the Board of Directors of the Council of Europe Development Bank approved a loan of 60 million euros for the Housing for War Veterans program and another 80 million euros for housing support for IDPs from temporarily occupied territories.
The program for veterans provides for preferential long-term loans for the purchase of ready-made housing. It is expected that this funding will provide housing for about 1.6 thousand families of combatants and persons with disabilities as a result of the war.
Program participants will be able to apply for a loan for a term of up to 20 years with a 6% down payment. The interest rate will be 3% for the first ten years and 7% for the following period.
The second project provides for housing compensation for IDPs who have left temporarily occupied territories and cannot use standard compensation mechanisms due to the inability to verify damaged or destroyed housing.
Assistance will be provided in the form of housing certificates for 2 million UAH through “Diya” and the Register of Damaged and Destroyed Property. According to the Ministry of Finance, the funds of the Council of Europe Development Bank will allow compensation to be provided to approximately 2 thousand families.
As of April 2026, almost 36 thousand applications were submitted under the IDP program, of which more than 26 thousand have already been approved by local governments.
Since Ukraine joined the Council of Europe Development Bank in 2023, the institution has approved over €810 million in financing for the housing sector, healthcare and other social sectors.
