Volodymyr Zelenskyy signed a law on temporary booking of employees of defense industry enterprises, even if they are wanted
President of Ukraine Volodymyr Zelenskyy signed Law No. 4630-IX, which allows temporary reservation of new employees of defense-industrial complex enterprises, even if they are wanted. This was reported by the press service of the Verkhovna Rada.
The draft law No. 13335 was introduced on May 30 of this year, adopted as a basis on September 3, in its entirety on October 10, and on October 31 the document was returned with the president’s signature.
“The main provisions of the act concern the reservation of employees of defense-industrial complex enterprises, even if they have problems with military registration. Such reservation is valid only once a year and does not exempt from liability; a maximum probationary period is established – 45 days when hiring at defense industry enterprises; the employer has the right to dismiss an employee if he does not eliminate violations of military registration in a timely manner”, – the message says.
The essence of the law is that temporary reservation at critical enterprises, institutions and organizations is also subject to military conscription:
- who do not have or have improperly executed military registration documents;
- who are not registered at all;
- who have not specified their personal data;
- or are wanted for violating the rules of military registration, legislation on defense, mobilization training and mobilization.
Such a reservation is carried out regardless of the number of employees already reserved at the enterprise and is valid for a period not exceeding 45 calendar days from the moment of concluding an employment contract. At the same time, each conscript may use this opportunity no more than once per calendar year.
The listed categories of conscripts are in fact persons who have already violated the law. Accordingly, they should be considered for administrative liability (Articles 210, 210-1 of the Code of Ukraine on Administrative Offenses) or criminal liability (Article 337 of the Criminal Code of Ukraine).
