On the evening of August 2, the President of Ukraine signed an order on the dismissal of the head of the Rubizhan City Military Administration of the Luhansk Region, Andriy Yurchenko, and the former head of the Luhansk Regional State Administration, Serhii Gaidai. The relevant documents are published on the website of the head of state under numbers #99/2025-рп and #98/2025-рп.
In the order regarding Yurchenko specified: “Release Andriy Fedorovych Yurchenko from the position of head of the Rubizhansk city military administration of the Siversko-Donetsk district of the Luhansk region”, the reasons for dismissal are not specified.
At the disposal of Gaidai as well specified: “Release Gaidai Serhii Volodymyrovych from the position of the head of the Mukachiv district state administration of the Transcarpathian region”, at the same time, the reasons for dismissal are not specified.
The dismissal of the officials took place against the background of a large-scale anti-corruption investigation, which was announced on August 2 by the President of Ukraine, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP). The law enforcement officers reported on the exposure of a corruption scheme with inflated prices in state contracts for the purchase of drones and means of radio-electronic warfare. Among those detained were Yurchenko and Gaidai.
The current People’s Deputy from “Servant of the People” from Luhansk region, Oleksiy Kuznetsov, also appears in the same case. As reported the head of the faction Davyd Arakhamia, Kuznetsov’s membership in the faction was temporarily suspended for the period of the investigation.
“During the investigation, the membership of People’s Deputy Oleksiy Kuznetsov in the faction will be suspended. We are waiting for the court hearing of this case in the appropriate terms. Those guilty of corruption crimes must suffer a fair punishment, regardless of their status and positions.” – said Arahamiya in his Telegram channel.
mass media are reported, which was revealed during the pre-trial investigation: at the end of 2024 — at the beginning of 2025, people’s deputy Oleksiy Kuznetsov, using his official position, influence and authority as a representative of the authorities, as well as having access to certain commanders of military units of the National Guard, in collusion with Serhii Gaidai, created and implemented a sustainable mechanism of illegal appropriation of state funds. Within this scheme, bribes were given and received by officials of local self-government bodies, commanders of military units and other persons during the conclusion of contracts for the purchase of military goods.
As part of the investigation in the criminal proceedings, it was established that on August 2, 2025, Kuznetsov, acting in a previous conspiracy with Andrii Yurchenko, the head of the Rubizhan City Military Administration of the Luhansk Region, an official of the National Guard and the head of the Mukachiv District State Administration Serhii Gaidai, received a bribe in the amount of 1,500,000 hryvnias. The money was transferred for assistance in the signing of the state contract between the military unit 3082 and “Yuvitek” LLC regarding the purchase of the Yastruby Peremogy 6D electronic warfare systems for the total amount of 5,000,000 hryvnias.
The received funds were distributed among the participants of the criminal scheme: Kuznetsov, Yurchenko and the representative of the manufacturing company received 350,000 hryvnias each. Commander of the military unit Myshanskyi V.S. received 250,000 hryvnias. In addition, $100,000 each was received by Serhii Gaidai and a representative of the National Guard, and these shares were transferred to them through Kuznetsov.
Journalists Oboz.ua reported that Oleksiy Kuznetsov is officially registered as an internally displaced person. His wife, Alina Kuznetsova, received 12,000 hryvnias of state aid for living as an IDP last year. However, a “country house” was designed for her, which in reality is a luxurious estate in the Obolon district of Kyiv. This is not a temporary residence or a modest building, but a large private property in a prestigious part of the capital. The area of the house is not specified in the declaration, however, according to investigators, it is one of the largest in the area, where prices for similar properties reach $500,000 depending on the area and condition.
In addition, the MP’s wife received a luxury BMW X6 car, which was handed over to her by a Luhansk firm on the same day. This company was previously registered to owners associated with the “LPR” group, and after the start of a full-scale war, registered its business on the territory of Russia, thus continuing to pay taxes to the aggressor state. In the journalists’ investigation, it is indicated that there are reasons to believe that Kuznetsov has a relationship with this company, because it is through it that the transfer of the car probably took place. This may indicate the deputy’s indirect involvement in business structures that, after 2022, maintained their presence in the Russian Federation and financially supported its budget.
In addition, journalists drew attention to one more circumstance: Alina Kuznetsova is officially an assistant to People’s Deputy from “Servant of the People” Oleksandr Kabanov. She is one of the few assistants who receive a salary from the state budget. Moreover, her official income in 2024 even exceeded the income of her deputy husband. So, according to data from the parliament, Alina Kuznetsova earned 1 million 75 thousand hryvnias for the year, that is, on average, about 89.6 thousand hryvnias every month, while Oleksiy Kuznetsov received 802 thousand hryvnias for the same period, which is about 66.8 thousand hryvnias per month.
