A new discussion of changes to the procedure for non-cash payments is starting in Ukraine
The National Bank of Ukraine brought for a second discussion of the changes to the procedure for non-cash payments in the national currency for payment service users.
The first discussion took place from June 27 to July 13, 2025, after which the draft resolution “On Approval of Amendments to the Instructions on Non-cash Payments in the National Currency of Payment Service Users” was finalized taking into account the proposals of market participants.
The proposed innovations should simplify the transfer of funds without opening an account for both service providers and payers. In particular, the draft specifies the requirements for the details of the payment instruction provided for the transfer.
Separate requirements are provided for different payment methods: in the case of crediting funds to an account, it is necessary to indicate the full details of the recipient and his account number, in the case of a transfer by card number – only the payment card number, and for cash payment – the recipient’s name and surname.
The requirements for filling in details when paying for housing and communal services are also simplified: it will no longer be mandatory to indicate the payer’s full name and identification code. In addition, service providers are required to provide the ability to specify the details of the actual payer, for example, when one person makes a payment for another.
The draft also provides for the right of service providers to automatically fill in certain details in the payment instruction, such as the purpose of the payment, the name of the recipient, his EDRPOU code and account number, in the case of payment for utility services or payments to the budget. Comments and suggestions to the draft resolution are accepted until October 26, 2025 inclusive.
