A pilot project called “Money Follows the Teacher” has been launched in Ukraine
A pilot project called “Money Follows the Teacher” has officially launched in Ukraine, which is changing the approach to improving the qualifications of teachers. Now, it is not educational institutions that determine where teachers should study, but teachers themselves choose courses based on their own needs, and the state covers the costs of training. Registration for participation in the program is already open. This was reported by the press service of the Ministry of Education and Science of Ukraine.
The Ministry of Education and Science emphasized that 100 thousand educators will be able to join the program at the first stage. The pilot is aimed at principals and their deputies, teachers who will work in grades 7–9 of the New Ukrainian School in the next academic year, as well as teachers of 10 pilot classes of a senior specialized school.
Participation in the program takes place through the new state platform “Vector” — an updated version of EdWay. Teachers can create a profile, confirm their identity via BankID or ID.GOV.UA, and after confirming the data from the school, submit an application for participation. Each participant will receive 1,500 hryvnias to a virtual account, which can be used to pay for educational courses in areas of interest: digital technologies, psychological support, inclusion, and others.
Training under this model will last from February to November 2026, the funds must be used by the end of November, otherwise they will be canceled.
The project is implemented by the Ministry of Education and Science of Ukraine together with the World Bank and gives teachers the opportunity to independently shape their professional development, choosing only high-quality educational services. The idea of the program was presented in November 2025, and training will start in early 2026.
