Certification of sailors through “Diya”: how many specialists used the service in a year

Within a year after the launch of transparent services for seafarers on the Diya portal, more than 33 thousand specialists took advantage of the new opportunities. Previously, the process of certifying seafarers was considered one of the most corrupt areas, where obtaining documents was often carried out through private intermediaries, which led to losses of the state budget of about $150 million annually. About this informs Ministry of Digital Transformation.

The introduction of online services on the “Diya” platform made the process of certifying seafarers more transparent and accessible. Now every second seafarer has the opportunity to submit applications to the Shipping Administration remotely, from anywhere in the world.

Among the services for sailors available on the Diya portal:

  • Assignment of rank and confirmation of qualification.
  • Submitting an application for passing the exam in Ukraine and Poland.
  • Appealing the refusal to receive qualification documents.

The system captures each stage of the commission’s work, allowing seafarers to monitor the document processing process in real time. This makes the procedure as transparent and understandable as possible.

In the near future, the functionality of the portal will be expanded to include the possibility of online graduation not only for command, but also for ordinary sailors.

According to the Ministry of Infrastructure, the work of the system is designed in such a way that all actions of members of the State Qualification Commission for Seafarers are recorded and available for verification in real time, which ensures maximum transparency of the graduation process.

For seafarers who do not agree with the commission’s decisions, an online appeal is available. During the year, 631 complaints were submitted through the Diya portal, of which 152 were satisfied.
