Cigarette prices will rise significantly in Ukraine: Zelensky signed the law

The President of Ukraine, Volodymyr Zelenskyi, signed a draft law on raising excise taxes on cigarettes. This will lead to an increase in the price of one pack by 40 hryvnias, reported Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Yaroslav Zheleznyak.
We are talking about draft law No. 11090, which was adopted by the Verkhovna Rada on December 4, 2024. At the same time, as of March 22, 2025, according to data on the parliament’s website, the document has not yet been officially signed by the president. Zheleznyak noted that he received confirmation of the signing of the law from two sources in international financial institutions and the government, although the official publication has not yet taken place.
“Well, don’t believe it, but 104 days after receiving the draft law #11090, passing all stages from rejection to acceptance. The President signed it”, – said the deputy.
According to his calculations, the delay in signing the law has already cost the state budget more than 2 billion hryvnias. He also emphasized that after the entry into force of this law, the prices of cigarettes will immediately increase.
We would like to remind you that from October 1, 2024, the excise tax on cigarettes in Ukraine began to be calculated in euros, as provided by draft law No. 12000 “On the State Budget of Ukraine for 2025”. Such a step should reduce the impact of inflation on the excise tax, but cigarette prices may continue to change depending on the exchange rate of the hryvnia against the euro.
