In the first three months of 2026, the government used almost 78% of the State Budget reserve fund
In less than three months of 2026, the Cabinet of Ministers has already spent about 78% of the funds allocated to the State Budget Reserve Fund.
As reported by the Ministry of Finance, the undistributed balance of the reserve fund is UAH 24.63 billion out of UAH 49.42 billion provided for in the budget.
After March 18, the government adopted several more decisions on the use of reserve fund funds: on March 20, UAH 12.85 billion was allocated, and March 25 – another 0.72 billion UAH. Thus, according to EP calculations, as of March 30, approximately 11.06 billion UAH remained in the state budget reserve fund, or only 22.4% of the amount of funding provided for in the budget.
Part of the funds from the reserve fund were directed to finance expenditures that were neither unforeseen nor urgent. In particular, these are programs to support domestic demand for Ukrainian goods and services, in particular the “National Cashback” program.
As reported by the Ministry of Finance, 2.138 billion UAH were allocated from the reserve fund for these needs. This is almost 5% of the total amount of the reserve fund.
