Large-scale changes in business registration: thousands of Ukrainian companies have changed their legal address

In 2024, more than 11,000 companies in Ukraine changed their legal address, which is confirmed by the data of the Unified State Register. Most often, enterprises related to wholesale trade, construction and real estate operations changed their place of registration. Kyiv remains the constant leader among the regions from which business moves and to which it relocates. Last year, the capital was both the most attractive and the most abandoned region for companies. About this informs The opendatabase.

During the year, there was a decrease in the number of business relocations by 18% compared to the previous period. If compared with the pre-war period, this is 25% less than in 2021. Almost 32% of companies that changed their address are engaged in wholesale trade, 6% in construction, and 4.8% in real estate transactions. The list of sectors that actively changed the place of registration also includes the agricultural sector, transport, retail trade and the IT industry.

The largest number of companies left Kyiv — 36.6% or about 4,000 enterprises. Also, a significant number of companies left Kyiv and Dnipropetrovsk regions. At the same time, these same regions remain the main destinations for new registrations. Kyiv received 28% of all companies that changed their place of registration, and Kyiv and Dnipropetrovsk regions attracted 11% and 10%, respectively.

The main directions of business migration:

• From Kyiv to Kyiv region – 775 companies;
• From Kyiv to Dnipropetrovsk region – 575 companies;
• From Kyiv region to Kyiv – 563 companies.

Among the companies that changed their place of registration, the leader in terms of revenue in the third quarter of 2024 was ZE.TEK with revenue of UAH 6.7 billion. This gas trading company initially moved from the Rivne region to Kyiv, but returned back in 2025. Another large company – KVORUM-NEFT (5.7 billion UAH), which produces paper products, moved from the Mykolaiv region to Kyiv. And the production company “ZOLOTYY DRAKON” (4 billion UAH), engaged in wholesale trade, moved its registration from the Vinnytsia region to the capital.

Companies can change their legal address several times a year. For example, the company ALBAKOR, which works in the field of wholesale trade and has an income of UAH 4 billion, changed its registration five times between Zaporizhia and Dnipropetrovsk regions during 2024. Today, the company is registered in the Dnipropetrovsk region.

In general, the dynamics of business relocation shows that companies continue to look for the most convenient conditions for their activities. Despite a decrease in the number of registration changes compared to previous years, Kyiv and its region remain key regions for both relocation and business loss
