Ministry of Economy made 90% of purchases outside of competition: Accounting Chamber
Of the more than 3.3 million purchases made by the Ministry of Economy in 2024, only 340,000 were competitive — that’s 10.3% of the total. Such data leads Accounting Chamber of Ukraine.
According to the auditors’ calculations, 90% of the procedures took place without the use of an electronic system and outside the competitive environment. Of that 10% of competitive purchases, nearly half were supplier RFPs, a tool in Prozorro Market that was considered non-competitive as recently as last year. The other part is open tenders with features that provide for a simplified procedure and allow the participation of only one participant. As noted in the report, 65% of trades were conducted under such conditions.
“It is not normal that open bidding, as the main competitive procurement procedure, was used only in 11 procurements for UAH 10 million, which is only 0.0003% of the total amount.” – noted the member of the Accounting Chamber Hennadiy Plis.
The Committee on Economic Development of the Verkhovna Rada reviewed the report of the Accounting Chamber, which analyzes the annual report of the Ministry of Economy of Ukraine on the functioning of the public procurement system and the results of control in this area.
The report of the Ministry of Economy provides a general analysis of the operation of the public procurement system, however, as Plis emphasized, the auditors discovered a number of shortcomings and systemic problems that make it difficult to objectively assess the state of the procurement system in the country.
He drew attention to the fact that the lack of analytical data in the report on all public procurements, as well as contradictory information on the level of competition, did not allow the auditors to confirm the achievement of the goal declared in the report itself. Based on the results of the review, the VRU Committee on Economic Development decided to take note of the Accounts Chamber’s reports and forward the information to the Budget Committee for consideration.
