NAKC launched the Transparency Register
The National Agency for the Prevention of Corruption (NACP) announced the launch of the Transparency Register. This was done to implement the law on lobbying, which entered into force on September 1. This was notified in the department.
The Transparency Register is an open public platform that collects, processes and publishes data on lobbying entities and their reporting. It will register businesses that seek to openly influence the adoption of state decisions.
Chairman of NAZK Viktor Pavlushyk stressed that from now on any influence on the decisions of state bodies — the government, parliament and others — must be carried out through the lobbying mechanism, and for this lobbyists must be registered.
“There is an opportunity for businesses to openly and legally influence government decisions – not through gray mechanisms or informal connections, but through registered lobbying activities. This means transparent participation in the development of legislation, as well as reducing corruption risks. As a result, it is an improvement of the investment climate, favorable conditions for a stable economy and forecasted regulatory solutions, said Viktor Pavluschyk.
The law on lobbying, adopted in 2024, is one of the requirements of European integration. It defines the terminology, rights, obligations and methods of lobbying activities, as well as provides for the creation of the Transparency Register, which is maintained by NAKC.
Lobbying means purposeful influence on public authorities or local governments, as well as their officials, on behalf of another person, organization or group with the aim of making decisions in favor of businesses or associations. The USA became the first country to legalize lobbying, it is also legalized in the European Union.
