NATO plans to create a special envoy position in Ukraine to strengthen support for Kyiv
The North Atlantic Alliance is considering the possibility of creating a new position of “senior civilian representative” in Ukraine, which will be based in Kyiv.

The new envoy will coordinate military and other aid to Ukraine from various Western countries, ensuring greater coherence and effectiveness of efforts.
It is noted that this decision is considered as a political signal for both Ukraine and Russia of unwavering support for the Alliance. However, some NATO officials are concerned that the appointment of an ambassador could become a “consolation prize” instead of full membership in the Alliance, which Ukraine seeks.
The publication also writes that the question of whether and when Ukraine should be invited to NATO remains a subject of discussion among Alliance members. Some countries are pushing for a formal invitation at the upcoming summit, while others fear it could escalate the conflict with Russia. The creation of the position of special envoy is part of a larger package of support to Ukraine from NATO, which aims to build a “bridge to membership.”
