NBU launches All-Ukrainian information campaign on payment security

On May 13, 2025, the National Bank of Ukraine together with the Cyber ​​Police Department of the National Police and the State Service for Special Communications and Information Protection launches the new stage of the all-Ukrainian information campaign on payment security — #ShakhrayGoodbye.

The goal of the initiative is to increase public awareness of the rules for safe use of non-cash payments, especially during online transactions.

“Financial payment institutions are constantly strengthening security measures to protect customers’ money, so fraudsters are increasingly focusing their efforts on social engineering and are increasingly extorting sensitive data from users. This is evidenced by data received from payment service providers: 84% of the total amount of all losses was caused by social engineering.

Such cases could be avoided if Ukrainians knew better the rules of safe use of payment cards and internet banking. In order to remind citizens of them and to give more information about possible fraudulent schemes and methods of countering cyber fraudsters, we are starting a new wave of information campaign #ScamGoodbye”. – explained the Deputy Chairman of the NBU Oleksiy Shaban

Since the beginning of the full-scale invasion, the number of cyber fraud and cybercrime cases has increased significantly. According to the results of 2024, losses from fraudulent transactions with payment cards in Ukraine increased by 37% compared to 2023 and amounted to 1.1 billion hryvnias.

The main source of fraud remains social engineering — situations where users themselves disclose confidential information, such as bank card details, logins and passwords for mobile or Internet banking, as well as transaction confirmation codes.

Increasing financial literacy and skills in the field of cyber security will allow Ukrainians to use cashless payments more carefully and avoid the traps of fraudsters in the digital environment. As part of the campaign, the National Bank, together with more than 80 partners, will focus on explaining the main principles of payment security. The campaign will cover all regions of the country and will last until the end of 2025. During this period, citizens will be told how to protect themselves from fraudulent actions in the financial sphere.

“Every fraud starts with trust – this is what fraudsters play on, forcing them to talk, click, install. Their main weapon is not sophisticated technology, but frivolity, emotions and a lack of knowledge about safe behavior in the digital environment. Therefore, our goal is not only to identify criminals, but also to prevent offenses.

The #ShakhrayGoodbye campaign is a joint initiative of the National Bank, the Cyber ​​Police and the State Intelligence Service, thanks to which every Ukrainian will be able to learn how to protect themselves and their loved ones from financial traps. And even a few simple actions can save your data and money”, – concluded the head of the Cyber ​​Police Department of the National Police of Ukraine Yuriy Vykhodets.
