Ukrainian refugees

Only a third of Ukrainians are employed in Switzerland: what is the problem

A considerable number of Ukrainian refugees are currently living in Switzerland, who seek to stabilize their lives, find work and start building a future. Despite the high demand for labor in some sectors of the Swiss labor market, Ukrainians face a number of difficulties that complicate the process of job search and adaptation. According to Swissinfo and government reports, the main obstacles for Ukrainian refugees are the language barrier, cultural differences and insufficient integration support.

Employment problems for Ukrainian refugees in Switzerland

As reported by Swissinfo, according to the representative of the Swiss government for the labor integration of refugees, Adrian Gerber, there are vacancies in the country that require qualified workers, but language and cultural barriers significantly limit the opportunities for employment of Ukrainians. The situation is further complicated by the fact that the Swiss labor market requires a high level of knowledge of German, French or Italian depending on the region, while other European countries offer more lenient language requirements or a faster path to integration. This creates significant difficulties for Ukrainian refugees and sets the government and international organizations the task of ensuring the effective integration of these people.

Many Ukrainians have a high level of qualification and experience, but without knowledge of the official languages of Switzerland, it is difficult for them to find a suitable job. This distinguishes the situation in Switzerland from the conditions, for example, in the Czech Republic or Poland, where it is much easier for Ukrainians to adapt due to the similarity of languages. In the conditions of the Swiss labor market, it is necessary to master one of the official languages of the country, which is quite a difficult task and requires time and resources.

Another significant problem is limited access to language courses and professional adaptationeat. In many cantons, there is an insufficient number of available courses and childcare provision for working parents remains unsatisfactory. This creates even more difficulties for Ukrainians, especially for women with children who need support in the job search process.

Plans and goals of the Swiss government regarding Ukrainian refugees

The Swiss federal government has set a target employment rate among Ukrainian refugees of 40%, but currently the employment rate is only 29%. The Swiss authorities obliged the cantonal administrations to intensify the processes of registration and integration of Ukrainians in employment centers, as well as to actively promote the employment of persons with S status. However, there is a problem that most cantons, especially in densely populated regions, do not have time to effectively register all those who want to in regional employment centers . Government representative Adrian Gerber called for cooperation between different structures, such as employment services (RAVs) and asylum centers, to ensure that refugees have more opportunities for quick employment, rather than simply registering in databases.

In order to achieve this goal, the Swiss government has asked the Federal Department of Justice and the Police to develop legislative changes, which should be presented by February 2025. These measures are aimed at facilitating the access of Ukrainian refugees to the labor market, providing more language courses and retraining programs.

The main tasks for improving the integration of Ukrainian refugees

In order to increase the level of employment among Ukrainian refugees in Switzerland, the government and social services have identified the following main tasks:

Providing access to quality language courses
Knowledge of the official language is critical for employment, so the government plans to invest more resources in creating accessible language courses for Ukrainians. In addition to the basic level, it is important to provide courses in professional terminology so that Ukrainians can work in their field.

Child care assistance for working parents
Many Ukrainian refugees are women with children, so it is important to solve the issue of access to kindergartens and childcare services. This will allow mothers to be more actively involved in the labor market and increase the level of employment.

Improving cooperation between local integration and employment structures
It is important that regional employment centers and asylum services work closely together to avoid duplication of functions and competition between them. Thus, Ukrainian refugees will receive more comprehensive support and assistance in the employment process.

Development of professional adaptation and retraining programs
Given that Ukrainians can have highly qualified professions, the government is considering the possibility of organizing retraining programs to meet the requirements of the Swiss labor market. These can be courses on adapting professional skills to the conditions of the Swiss economy.

The Swiss government understands that the employment target may be difficult to achieve. The need for employment faces many obstacles, such as insufficient resources for language training, limited access to social support and a high level of competition in the labor market. However, the implementation of new legislative changes and a progressive policy of supporting Ukrainian refugees can help Switzerland get closer to the set goal.
