People’s deputy Zheleznyak accused Poltava OVA of embezzling 200 million hryvnias for the construction of fortifications
People’s deputy Yaroslav Zheleznyak stated that in 2024 the Poltava Regional Military Administration signed contracts worth over UAH 370 million for the construction of fortifications in Donetsk region. However, instead of real fortifications, “decorations” were erected, and at least 200 million UAH were stolen through fictitious schemes.
According to Zheleznyak, in February 2024, Poltava OVA concluded 16 contracts with the company “ENKI Construction”, which purchased materials through an intermediary – “Prium Active” In particular, more than 13,600 anti-tank pyramids worth UAH 2,161 per unit were to be handed over to the front, although the intermediary bought them three times cheaper – UAH 541 each. Only in this position, according to calculations, the overpayment could amount to more than UAH 22 million.
There were similar price increases for other materials: wood purchased by “Prium Aktiv” for UAH 1.3 million, resold to the state for UAH 8 million. The same scheme was applied to concrete, reinforcement, sand and other resources.
The biggest abuses concerned fictitious services worth over UAH 200 million. He made public the recordings of conversations where the head of “Prium Active” Pavlo Lytovchenko together with the deputy director of the construction department of Poltava OVA Vitaly Kulynych are discussing VAT evasion schemes. The scheme also took part in acting Serhiy Syzko, Head of Capital Construction Department and other officials.
Zheleznyak emphasized that the key role in the frauds was played by the then head of the Poltava OVA Philip Pronin, a classmate of Deputy Prime Minister Oleksiy Kuleba. After the scandal with the construction of fortifications, Pronin got a position at the State Financial Monitoring, and his deputy also found a new job in Kyiv.
At the same time, the companies that participated in the schemes not only avoided responsibility, but also received new contracts from the Ministry of Reconstruction and contracts for the construction of roads in the Poltava region with a total cost of over UAH 1 billion.
