Plagiarism was discovered in Danylo Hetmantsev’s PhD thesis
Plagiarism was discovered in the PhD thesis of Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Doctor of Law. As noted in the analysis, published on the website “Plagiarism and Falsification in Scientific Papers”, the volume of borrowed text is about 13% of the main content of the work.
Thesis on the topic “Banking secret: features of its regulatory and legal regulation in Ukraine and in the legislation of foreign countries” Hetmantsev defended in 2004 at the Taras Shevchenko National University of Kyiv.
Plagiarism was found on 23 pages from two sources. The first is Natalia Agafonova’s PhD thesis “Legal regime of a letter of credit as a form of non-cash payments”, defended two years before Hetmantsev’s work at the same university. Moreover, both works had the same scientific supervisor.
In Hetmantsev’s text, entire paragraphs were found that were identical to fragments from Agafonova’s work. In paragraph 1.1, the deputy even left her author’s insertion constructions – “in our opinion”, “we can conclude”, “we believe that” etc. Despite the fact that Getmantsev mentioned Agafonova’s dissertation in the list of used literature, it was cited only three times in the text itself, while coincidences were found on 22 pages.
The second source of borrowings is the Russian edition “Osnovy bankovskogo prava: Kurs lektsy” by Oksana Oleinik. Some of the texts from this book were used without proper paraphrasing. Although the book is listed in the bibliography, not all pages where there are matches contain the corresponding references.
In addition, Getmantsev reused the text of his PhD thesis in the textbook “Banking Law of Ukraine”, recommended by the Ministry of Education and Science. This textbook also contains fragments copied from the scientific work of Natalia Agafonova.
