Record amount of losses from card fraud: 37% increase

NBU informs, that in 2024 the number of fraudulent transactions with payment cards decreased by 1% compared to the previous year. Approximately 270,000 such cases were recorded — 2,000 fewer than in 2023. However, despite a slight reduction in the number of incidents, the total amount of losses from card fraud increased significantly — by 37%, to 1.1 billion hryvnias.
The average amount of one illegal transaction in 2024 was 4,247 hryvnias. In 2023, this indicator was much lower — 3,065 hryvnias. Thus, the average loss per transaction increased by 39%.
The relative share of fraud in relation to the total amount of card spending also increased, but more slowly — by 28%. For every million hryvnias spent from the card, on average, there were 176 hryvnias of losses caused by fraudulent actions. In 2023, this indicator was lower.
Most illegal transactions continue to take place on the Internet. According to the results of 2024, the online environment accounted for 83% of the total number of fraudulent transactions. 17% of attacks were carried out through ATMs and shopping terminals. At the same time, the share of financial losses caused by fraud on the Internet has increased to 93% (in 2023 – 86%). The remaining 7% of losses were recorded in physical access points.
The average size of one illegal online transaction was 4,761 hryvnias, which is 51% more than the previous year (3,150 hryvnias).
Social engineering remains the main cause of card fraud. In 84% of cases, customers independently gave confidential information to fraudsters: card data, confirmation codes or access to Internet banking. In 2023, the share of losses caused by social engineering was 80%.
The National Bank of Ukraine notes that a significant part of the losses is related to the violation of basic security rules by users. In 2025, the National Bank of Ukraine plans to once again conduct an information campaign to increase citizens’ awareness of the protection of payment instruments and digital services.
