Sales of excisable goods are increasing in Ukraine

During the first five months of the year, revenues from the sale of excise goods in Ukraine are steadily growing. This is due to the effective fight against the shadow market, the increase in the transparency of settlement operations and the seasonal revival of the economy. informs State Tax Service of Ukraine.
In January, Ukrainians spent almost UAH 12 billion on alcohol, and in May this amount increased to UAH 14.46 billion, which is 21% more compared to the beginning of the year. The main factors are the intensification of the restaurant and entertainment business, as well as the increased control of the DPS over sales. Both the average check and the number of purchases are increasing.
In May 2025, spending by Ukrainians on tobacco products amounted to UAH 13.08 billion, which exceeded spending on alcohol. In January, 10.38 billion UAH were spent on cigarettes. The steady increase in the cost of tobacco products is caused by the excise policy, dependence on the import of raw materials and the transition of consumers to more expensive products. In addition, the active fight against the shadow segment gradually transfers sales to the legal sector.
Sales of fuel also show growth. In January, 558.3 million liters were sold, and in May – already 639.9 million liters, which is 14.6% more. The increase in sales is due to the start of field work, the intensification of transport and logistics, as well as the growth of domestic tourism. In addition, the stability of fuel prices contributes to this.
“More and more operations are conducted officially through the PRO. This indicates the integrity of business entities, the effectiveness of control by tax authorities and the gradual legalization of the retail market.” – explained the DPS.
