The Cabinet of Ministers approved the Concept of the state target program “Veteran. Work”
The Cabinet of Ministers of Ukraine has approved the Concept of the State Target Program “Veteran. Work” for 2025–2027. The document defines key areas of support for employment and professional adaptation of veterans, members of their families and families of fallen defenders. This was reported by the Ministry of Veterans Affairs.
“Its goal is to build a modern system of professional adaptation of veterans, covering all stages of their return to civilian life. The program provides for the development of training and retraining, the creation of digital tools for job search, support for veterans in the workplace, and a partnership between the state, business, and civil society. This is the way to ensure that military experience becomes an advantage, not a barrier to development, ”, — the message says.
Minister for Veterans Affairs Natalia Kalmykova noted that after the adoption of the concept, the department will begin developing a state target program:
“It involves systematizing all the tools that currently exist and optimizing them. That is, the Ministry of Veterans, the Ministry of Economy and the State Employment Service have already seen what works, what does not work, and are now ready to aggregate everything and leave those mechanisms that work”.
Kalmykova also reported that the program “Veteran. Entrepreneurship” for 2026–2028 will be developed in parallel. According to her, employment of veterans is one of the key tools for overcoming the problem of labor shortage in Ukraine.
