The Cabinet of Ministers approved the state target social program “Youth of Ukraine: Generation of Resilience – 2030”
The Cabinet of Ministers of Ukraine approved the state target social program “Youth of Ukraine: Generation of Resilience 2030”, which outlines the main vectors for the implementation of youth policy in 2026–2030.
The document is aimed at supporting youth as a key element of the human capital of the state and provides for the creation of conditions for their full development, self-realization and active participation in public life.
The program is focused on forming a sense of belonging of young people to Ukrainian society, strengthening resilience and developing opportunities for personal and professional growth. Priorities include engaging youth in decision-making processes, strengthening social cohesion, developing a safe environment, and supporting psycho-emotional well-being. Special attention is paid to the economic capacity of youth, in particular through the promotion of employment, entrepreneurship, innovation and non-formal education.
The document also provides for support for youth initiatives and projects, strengthening the institutional capacity of organizations working with youth, and implementing an evidence-based approach in the formation of youth policy.
The development of international youth cooperation and the integration of Ukrainian youth into the global and European youth community, as well as the digitalization of youth work and the expansion of information and educational activities, have been identified as important areas.
The program will be implemented through state and local measures aimed at the active participation of youth in community life, the creation of safe conditions and the support of psycho-emotional sustainability. Funding will be provided from the state and local budgets, as well as with the participation of international partners. The program aims to preserve and develop the human potential of Ukraine and form a generation of young people capable of responding to modern challenges and participating in the country’s recovery.
The document was developed by the Ministry of Youth and Sports of Ukraine in partnership with UNDP in Ukraine, ISAR “Unity” and UNICEF Ukraine with financial support from the governments of Denmark and Germany through the German State Development Bank (KfW).
