The Cabinet of Ministers has improved the mechanism for stopping the registration of tax invoices

As part of simplifying conditions for business, the government adopted changes that improve the mechanism for stopping the registration of tax invoices. This was reported by the Prime Minister of Ukraine Yulia Svyrydenko.

“We simplify business conditions. The government adopted changes that improve the mechanism for stopping the registration of tax invoices. This will make it possible to halve the number of taxpayers who face blocking, the head of government noted.

Svyridenko explained that now unconditional registration of invoices will be provided for businesses in regions with a risk of hostilities. For small and medium-sized businesses, the threshold values ​​for unconditional registration and indicators of “positive history” will increase. According to her, these changes will take effect in 30 days, so that there is an opportunity to adapt the system.

The purpose of the innovations is to improve the mechanism for stopping the registration of tax invoices and adjustment calculations in the ERP, to increase the efficiency of automated monitoring, to facilitate procedures for honest VAT payers, to reduce risky transactions and to ensure the transparency of tax processes.

“In fact, if at the beginning of the year every fifth entrepreneur encountered a blockage, now every eighth. And the changes to Resolution No. 1165 will contribute to reducing this indicator”, — noted acting head of the State Tax Service Lesya Karnaukh.

The main innovation was the introduction of unconditional registration of tax invoices for businesses operating in war-torn territories where there are currently no active conflicts. This is intended to create more stable conditions for conducting activities in wartime conditions.

For small and medium-sized businesses, there is an increase in the maximum supply volumes: up to UAH 1 million in total and up to UAH 100,000 per counterparty. This is expected to increase the number of registered invoices by at least 5%. Also, the threshold for transactions involving small amounts has been raised from UAH 5,000 to UAH 10,000, and the total monthly limit for such transactions has been raised from UAH 500,000 to UAH 3 million. It is predicted that according to this criterion, the number of registered invoices will double.

Indicators of “positive tax history” also revised: transaction volume limits were increased from UAH 1 million to UAH 3 million, and for one counterparty – from UAH 100 to 500 thousand. According to DPS forecasts, the number of registered invoices in this case will increase by more than 40%. The new criteria for unconditional registration will also create additional opportunities for exporters, which will contribute to the development of entrepreneurship and the expansion of Ukraine’s export potential.

In addition, the changes will reduce administrative pressure and make registration procedures more transparent, which will positively affect the country’s investment attractiveness and economic development. The mechanism for automatically taking into account the tables of the taxpayer’s data was improved and the risk criterion for adjustment calculations when returning goods from non-VAT payers was changed – the term was increased from 30 to 90 days.
