The Cabinet of Ministers of Ukraine has prepared the draft State Budget for 2026 for the second reading in the Verkhovna Rada. This was announced by Prime Minister Yulia Svyrydenko.

According to her, all decisions included in the document were formed taking into account the “key priorities” of the budget – security, defense and social support.

“The government directs the entire amount of its own revenues to the Defense Forces. At the same time, it is important to ensure decent wages in the social sphere, which is why salaries for doctors and educators have been increased next year,” — explained Yulia Svyrydenko.

The head of government noted that a number of changes were made to the second reading in order to achieve a balance between defense needs and social spending. In particular, the total amount of revenues is proposed to be increased by 27.8 billion hryvnias. As Svyrydenko explained, this is planned to be done by increasing the profit tax rate for banks from 25% to 50%.

At the same time, expenditures will also increase – by 33.6 billion hryvnias. Of this amount, 18.9 billion is planned to be directed to the reserve fund, and 6.6 billion to gradually increase the salaries of not only school teachers, but also lecturers of higher education institutions and colleges by 50% during the year.

Speaker of the Verkhovna Rada Ruslan Stefanchuk confirmed that the government-submitted draft law “On the State Budget of Ukraine for 2026” has been received by the parliament, and promised that the people’s deputies will consider it in the near future.

“Main The goal is the timely adoption of the main financial document of the state to ensure economic stability, predictability for business and reliable financing of the Security and Defense Forces of Ukraine, the Speaker of the Parliament added.

Recall that on September 15, 2025, the Cabinet of Ministers approved the draft state budget for 2026 and submitted it to the Verkhovna Rada. On October 17, the parliamentary budget committee recommended taking the document as a basis and proposed a number of changes – in particular in the areas of defense, education and business support. On October 22, the parliament supported the draft budget in the first reading.

According to the document, budget revenues amount to 2.4 trillion hryvnias, which is 446.8 billion (18.8%) more than in 2025. Expenditures are 4.8 trillion hryvnias, which is 415 billion more than last year. It is proposed to allocate 2.8 trillion hryvnias, or 27.2% of GDP, to the defense and security sector, which is 168.6 billion more than in 2025.
