The Cabinet of Ministers plans to launch eCheck in Ukraine from 2026

The Cabinet of Ministers plans to launch eCheck in Ukraine in 2026 – an electronic format of a fiscal check, which buyers will be able to receive directly in the banking application after paying with a card in stores or online. This was reported by the press service of the Ministry of Economy, Environment and Agriculture of Ukraine.

The government has already approved a pilot project to implement the information system “National Check”, the implementation of which is planned for two years. According to the document, eCheck – is an electronic check that will be sent to the buyer in the bank’s mobile application after payment by card. Such a check will be stored in digital format and will remain available for return of goods, exchange or warranty service.

The resolution also defines the participants of the experiment. “Seller” is considered a business entity registered in the territory of Ukraine that sells goods, including through e-commerce, or provides services and has joined the experimental project. “Buyer” is an individual – the current account holder who uses the mobile application of the participating bank, makes a purchase or return of goods, receives services, has joined the project and activated the “national check” functionality.

To participate in the project, banks must contact the administrator – JSC “Industrial Development Agency “Made in Ukraine” – in order to conclude an agreement on interaction. Sellers, for their part, submit an application to the agency indicating the Unified State Register of Economic Activities, name, location, name of the retail network, addresses of retail outlets, field of activity and contact details.

The buyer activates the “national check” functionality through an application in the mobile application of the participating bank where the current account is opened, while participation in the project is voluntary and can be refused at any time. During each purchase or return of goods, an electronic check will be sent directly to the bank application.

The Ministry of Economy, Environment and Agriculture of Ukraine noted that the launch of e-Check is planned for 2026 and will take place in stages – initially in pilot mode with individual national retail chains and banks.

“eCheck is a voluntary service and does not change the current requirements for the use of RRO/PRRO. eCheck is a tool for providing access to information about a settlement document stored in the System for Recording Data of Settlement Transaction Registrars. Its goal is – to offer a modern digital standard of a fiscal check that meets the needs of consumers, business and the state”, – the Ministry of Economy noted.
