The court set a bail of 20 million hryvnias for the former head of the Odessa CCC in the case of the SZCH

The Primorsky District Court of Odessa selected a preventive measure for the former head of the Odessa Regional CCC and Joint Venture Yevgeny Borisov — a bail of 20 million hryvnias in the case of unauthorized abandonment of the unit. The lawyers said they would appeal this decision. The hearing on the selection of a preventive measure lasted almost a month — from October 3.

“We will appeal. The judge herself wrote in the decision that it is being appealed within five days, — noted Yevhen Borisov’s lawyer.

During the hearing, a witness was questioned — Mykola Pistrylo, who was previously in the Lukyanivka SIZO with Borisov. The witness stated that he had not heard from him about his intentions to leave Ukraine or hide property abroad. According to him, Borisov also did not discuss participation in illegal human trafficking or smuggling. The next hearing in this case is scheduled for November 19.

The court has been considering the case of the former head of the Odessa military enlistment office’s unauthorized abandonment of his place of service since October 3, but the hearing has been postponed several times. The prosecution insisted on a preventive measure in the form of detention without bail or with bail of 300 million hryvnias.

Yevgeny Borisov personally appeared at the court hearings on October 3, 6 and 7. During the last hearing, he felt unwell, so an ambulance was called, after which he was hospitalized. Later, neither he nor his lawyers appeared in court, which is why a free defense attorney was appointed. Borisov rejected holding the hearing via video link. The defense also filed a motion to transfer the case to Kyiv, but on October 9 it became known that the Supreme Court refused this.

As a reminder, during a journalistic investigation by the publication “Ukrainska Pravda” It turned out that Yevgeny Borisov’s family purchased real estate and cars worth millions of dollars on the Spanish coast during the full-scale war.

In May, the State Bureau of Investigation opened criminal proceedings under Part 5 of Article 426-1 of the Criminal Code of Ukraine, after which Borisov was removed from office. After the facts about his foreign property were made public, Volodymyr Zelensky instructed the Commander-in-Chief of the Armed Forces Valery Zaluzhny to immediately dismiss Borisov from office.

On July 19, the head of the National Anti-Corruption Commission, Oleksandr Novikov, reported that Borisov had illegally enriched himself by 188 million hryvnias, a record amount of illegal enrichment in Ukraine.

On July 22, 2023, Yevgeny Borisov was charged with illegal enrichment of hundreds of millions of hryvnias and intentional evasion of duty. According to the investigation, he tried to escape justice by changing his phone numbers, cars, and whereabouts.

In 2024, two cases were brought to court in which Borisov is a defendant – regarding illegal enrichment and forgery of documents used to travel on vacation to Spain and the Seychelles during the war.

In March 2025, the State Bureau of Investigation completed a pre-trial investigation into the former head of the Odessa CCC and SP. He is accused of laundering money in the amount of more than 140 million hryvnias.
