The Ministry of Social Policy explained how the system of fixing non-property damage from the war will work

The Verkhovna Rada adopted a draft law that provides for the creation of a non-property damage accounting system aimed at recording the losses of citizens due to the armed aggression of the Russian Federation. The new law, entitled “On accounting for information on damage caused to the personal non-property rights of individuals as a result of the armed aggression of the Russian Federation against Ukraine”, aims to record cases of loss of life, health, family, forced relocation, as well as limited access to education and medicine through the war. The legislation also provides for the creation of a Register of data on children deported or forcibly displaced due to the aggression of the Russian Federation.

Ukraine is experiencing significant war-related losses: millions of citizens have been affected, including the dead, their families, internally displaced persons, people with disabilities, orphans and those who have experienced violence. In such conditions, it is especially important to ensure prompt identification of victims and to organize timely assistance and rehabilitation for them.

The non-property damage accounting system implemented by the Ministry of Social Policy will include the following key areas:

• Fixation of damage to life and health of citizens.
• Collection and consolidation of information about victims with further assistance in data verification.
• Control over the expenses of the state and local budgets related to the support of victims.

To simplify processes, integration between state registers and databases is provided. This will minimize the bureaucratic burden on the victims and ensure a quick registration of their needs. In the future, it is planned to be able to submit reports about the damage caused through the “Diya” platform and centers for the provision of administrative services.

The non-property damage accounting system will become the basis for building a comprehensive system of support for injured citizens. The next step will be to develop legislation to provide additional social assistance measures.
