The National Bank has simplified the procedure for a financial company to acquire the status of a payment institution
The National Bank of Ukraine simplified the process of authorization of financial companies as payment institutions with the right to provide financial payment services without interrupting their activities. The change is aimed at fulfilling obligations within the framework of the Memorandum on Economic and Financial Policy with the IMF and aims to update and improve the rules for regulating the activities of financial companies.
From now on, companies that have a license to carry out financial activities for the provision of payment services — for example, transferring funds without opening an account or acquiring payment instruments — can obtain the status of a payment institution without suspending work. If the company plans to provide acquiring services and meets the specified requirements, it can apply to the NBU to simultaneously acquire the status of a payment institution and obtain the corresponding right.
At the same time, the financial company must comply with the conditions established by the National Bank both during and after obtaining this status. If there is a valid license for currency operations, it can keep it. All decisions regarding granting status and rights to relevant services will be made by the National Bank.
Relevant provisions are enshrined in the resolution of the NBU Board dated September 30, 2025 No. 122 “On the peculiarities of a financial company acquiring the status of a payment institution without stopping the activity of providing financial payment services”, which entered into force on October 2, 2025.
