The Verkhovna Rada is developing a bill that should regulate the activities of realtors in Ukraine and remove from the market individuals without proper qualifications who work in the shadows and do not pay taxes. This was reported by the press service of the Verkhovna Rada of Ukraine.

“The main task of this document is to restore order in the real estate market, leaving professional and responsible people on it, so that consumers receive quality services”, the message states.

The head of the parliamentary committee on the organization of state power, local self-government, regional development and urban planning Olena Shulyak drew attention to the fact that there is currently no accurate data on the number of realtors in Ukraine.

“Even associations that unite real estate professionals provide different data – from 45 to 80 thousand. Those who consider themselves professional realtors say that there are no more than 2-3 thousand of them in all of Ukraine,” she explained.

According to her, individuals who do not have the proper qualifications, do not provide quality services, and do not fulfill tax obligations should not work in this market. Discussions are currently underway regarding the optimal regulatory model. In the countries of the European Union, real estate activities are clearly regulated at the state level, which guarantees a high level of consumer protection.

“Neither those who sell or rent an apartment, nor consumers of real estate services are unprotected here,” Shulyak emphasized.

She assured that the draft law will provide for a set of norms aimed at protecting clients.

“We provide answers to the questions of who a realtor is, how he gets into the realtor community, what is included in his duties, what he checks, what he provides to the client and what responsibility he bears to the client. “This is a rather complex activity, and for this you need to have a specialty, to be a professional in order to provide quality services”,” the head of the committee noted.

Previously, the parliament reported on the development of proposals for legislative regulation of the market of real estate services and housing rental, since a significant part of this segment is in the shadows. According to data, in 2024, only about 900 people across the country officially declared rental income.

At the same time, wartime conditions are forcing Ukrainians to take a new approach to buying real estate, considering housing as a kind of “safety cushion” for the family. The Cabinet of Ministers of Ukraine also adopted a decision to improve mechanisms for insuring property against war risks.
