The Verkhovna Rada registered draft resolutions on the dismissal of Justice Minister Halushchenko and Energy Minister Hrynchuk
The Verkhovna Rada has registered draft resolutions on the dismissal of Justice Minister Herman Galushchenko and Energy Minister Svitlana Grinchuk. The corresponding documents №14200 and №14201 appeared on the parliament’s website.
The initiator was Yaroslav Zheleznyak, a member of parliament from the “Holos” faction. Although the texts of the resolutions and explanatory notes themselves have not yet been made public, the deputy explained in his Telegram channel that he proposes to dismiss Halushchenko for “systemic corruption, failure of preparation to protect the energy sector”, and Grinchuk – because she allegedly “represents Mindich’s interests in the government, and previously – as Minister of Ecology”. Zheleznyak also noted that the next meeting of the Verkhovna Rada is scheduled for November 18.
In July 2025, the parliament voted to appoint Halushchenko as Minister of Justice – before that, he headed the Ministry of Energy. Grinchuk, who was previously the head of the Ministry of Environment, became the Minister of Energy.
As a reminder, on November 10, the National Anti-Corruption Bureau (NABU) announced the conduct of a large-scale special operation “Midas” to expose corruption in the energy sector, within the framework of which more than 70 searches were carried out.
According to the investigation, the organizers of the scheme received up to 15% of the value of the state-owned “Energoatom” contracts in the form of bribes, which were paid by counterparties under pressure from the participants in the scheme.
NABU published recordings of conversations of the defendants with code names and stated that the scheme included: “Rocket” – advisor to the former Minister of Energy and now Minister of Justice Herman Galushchenko; “Tenor” is the executive director for physical protection and security of “Energoatom”; a well-known businessman and four other individuals. In total, according to the investigation, they “laundered” about $100 million.
“Energoatom” reported that the company is fully cooperating with investigators, contributing to a transparent investigation and providing all necessary materials.
Energy Minister Svitlana Hrynchuk stated that neither she nor her predecessor Herman Galushchenko had an advisor named Ihor Myronyuk, who is mentioned in the case under the pseudonym “Rocket”. She also emphasized that “Energoatom” does not report directly to the Ministry of Energy, but assured that the agency “will respond in accordance with the results of the investigation”.
