The Verkhovna Rada simplified access to sports facilities
The Verkhovna Rada adopted a draft law on amendments to Article 2 of the Law of Ukraine “On Lease of State and Communal Property”, which concerns the provision by state and communal institutions of paid services in the field of physical culture and sports, which will not be considered rent.
Legislative initiative of the Ministry of Youth and Sports No. 12284 was supported by 265 people’s deputies. It is provided that the hourly use of state and communal sports facilities entered into the Electronic Register of Sports Facilities will not be classified as a rental. This should simplify access to sports infrastructure and make its use more efficient and transparent.
“This is an important decision, the need for which has long been overdue. Thanks to its implementation, sports organizations and teams will be able to gain access to sports facilities, and they, in turn, will receive new visitors and the opportunity to maintain and update their infrastructure without burdening the community budget. Many thanks to everyone who helped develop and support the need for this step. Together, we make sports in Ukraine stronger, more modern and more accessible,” – emphasized the Minister of Youth and Sports, Matviy Bidny.
The updated law clearly defines that the provision of paid services in the field of physical culture and sports is not a lease. Institutions will be able to receive additional income thanks to paid services, without the need to go through lengthy procedures for concluding lease agreements.
At the same time, the buildings will remain in the ownership of the state or community, and the funds raised can be directed to the development of infrastructure and the creation of better conditions for visitors. More legal opportunities to use sports facilities will open up for communities.
