The Verkhovna Rada supported the bill on the use of notification systems for a nationwide minute of silence
The Verkhovna Rada supported in the first reading Bill No. 14144, which proposes to allow the use of a nationwide public address system to hold a daily national minute of silence.
The document aims to eliminate current technical and regulatory restrictions that currently prevent the official use of loudspeakers and public address systems to commemorate the dead. If the law is finally adopted, local governments and communities will be able to legally declare a minute of silence every day at 9:00 through appropriate technical means.
The authors of the legislative initiative emphasize that the regular holding of a minute of silence is of great social importance, since it is not only about preserving the memory of the dead, but also about the awareness of shared responsibility and unity, which became possible thanks to the victims of the war.
The nationwide minute of silence for all those who died as a result of the war was introduced by decree of the President of Ukraine in March 2022, and since then it has been held daily at 9:00.
In September, the Kyiv City Military Administration introduced the practice of stopping traffic on Khreshchatyk daily for a minute of silence, requiring drivers to stop in a safe place, turn on their hazard lights, and honor the memory of those who died in the war.
