Ukraine is planned to be divided into 9 statistical macroregions
In Ukraine, it is planned to introduce a new system of spatial division, which involves the creation of nine statistical macro-regions. The goal of this initiative is to establish more effective cooperation with European institutions and attract international funding through project offices that will function at the level of each macro-region. The introduced division will have exclusively statistical and coordination significance. The system of administrative management in the regions does not change — regional councils and administrations remain in force and retain all their powers.
According to the concept, the territory of Ukraine will be divided into nine macro-regions:
- Macroregion 1 — Sumy, Kharkiv and Chernihiv regions.
- Macroregion 2 — Donetsk and Luhansk regions.
- Macroregion 3 — Dnipropetrovsk and Zaporizhzhia regions.
- Macroregion 4 — Mykolaiv, Odesa, Kherson regions and the territory of Crimea.
- Macroregion 5 — Vinnytsia, Ternopil and Khmelnytsky regions.
- Macroregion 6 — Kyiv region and the city of Kyiv.
- Macroregion 7 — Zakarpattia, Ivano-Frankivsk, Lviv, and Chernivtsi regions.
- Macroregion 8 — Volyn, Rivne, and Zhytomyr regions.
- Macroregion 9 — Poltava, Kirovohrad and Cherkasy regions.
This approach will allow Ukraine to adapt the regional structure to EU standards, in particular to the NUTS classification (Nomenclature of Territorial Units for Statistics), which is a condition for participation in programs such as INTERREG and other regional development initiatives.
The Ukrainian side intends to provide European partners with an updated proposal on the formation of macro-regions by the end of 2025. At the same time, the model does not provide for the creation of new authorities — its implementation is aimed at strengthening coordination with international donors and the implementation of interregional projects.
