Ukraine plans to create a National Commission on Mental Health

On January 15, the Verkhovna Rada adopted bill No. 12030, which proposes to create a new body within the year – the National Commission on Mental Health. It should be established within a year and will perform key functions in the field of mental health care.

The National Commission will become a permanent collegial body, a legal entity under public law. It will function as a state institution under the management of the Cabinet of Ministers of Ukraine and will work on a non-profit basis.

Its task will be to maintain registers of self-regulatory organizations and service providers in the field of mental health, certification of specialists, as well as supervision of the activities of self-regulatory organizations. If violations are detected, the commission will have the right to initiate a review of their status.

The composition of the commission will be formed according to the principle of equal representation: it will include representatives of central executive bodies, public associations, self-regulatory organizations and specialists in the field of mental health. Since self-regulatory organizations will not be recognized at the time of the creation of the commission, half of its first members will be chosen through an open competition among representatives of public associations and specialists.
