In 2025, farmers will be able to receive compensation for the costs of construction or reconstruction of farms under the program “Financial support for agricultural producers” in terms of supporting the development of animal husbandry and processing of agricultural products. About this notifies the Ministry of Economy, environment and agriculture of Ukraine.
In 2025, livestock producers will be reimbursed up to 25% of the costs of construction or reconstruction of farms, milking parlors and facilities for processing animal by-products. Compensation will be provided for those objects whose construction or reconstruction began no earlier than February 24, 2022 and which were put into operation between January 1 and September 30, 2025.
Submission of applications will begin after the publication of the relevant announcement in the State Agrarian Register and will continue until October 20, 2025. The review of documents is scheduled to be completed by December 5, 2025. At the same time, in 2025, the program to compensate the cost of purchasing breeding stock will not be launched due to the lack of budget funding.
The Law of Ukraine “ On the State Budget of Ukraine for 2025” within the program “Financial support of agricultural producers” for the development of animal husbandry and processing of agricultural products, expenditures of a special fund in the amount of 1 billion hryvnias are planned. The source of the formation of this special fund is the receipt of 90% of the rent for state-owned agricultural land plots within the framework of the “Land Bank” project.
As of August 27, 2025, the filling of the special fund is 168 million hryvnias. Therefore, in 2025, it was decided to direct the funds specifically to reimburse farmers for the costs of construction or reconstruction of farms, in order to avoid dispersal of expenses.
