Ukrposhta will ensure the delivery and use of payments under the “Winter Support 2025” program
Ukrposhta will providedelivery and the possibility of using payments under the “Winter Support 2025” program throughout Ukraine, including frontline regions.
The “Winter Support 2025” program, approved by the Government for 2025–2026, provides for a one-time assistance of 1,000 hryvnias for all citizens of Ukraine. All Ukrainians, both adults and children, will be able to receive it, with the exception of those living abroad or in temporarily occupied territories.
For millions of residents of small towns and villages, Ukrposhta will be a key partner in implementing the program — it will ensure convenient and timely delivery of payments, making state assistance truly accessible to everyone.
“Supporting our people is the most important task this winter. Especially in frontline communities, where it is most difficult. Like last year, Ukrposhta, thanks to its extensive logistics network, which includes over 4,400 stationary and 1,900 mobile branches, as well as over 26,000 points of presence, will ensure the delivery of aid to people. It is important that thanks to the national postal operator, receiving aid will be simple and understandable for people.”, — said the Minister of Community and Territorial Development Oleksiy Kuleba.
The experience of the past year has shown that a significant number of Ukrainians, especially in remote communities, do not have full access to bank branches and retail chains where they can use payment cards — particularly in the absence of electricity or communications. This is most acutely felt in rural areas, frontline communities, and mountainous areas.
Last year, Ukrposhta was indispensable in delivering aid — in 2024, the company ensured that about 2 million people received payments. Among them, over 1.7 million used the program through Ukrposhta: almost 1.2 million received payments in villages, over 500 thousand in cities, and over 171 thousand in front-line areas.
This year, the program mechanism will be similar to last year’s model, but with some refinements. Pensioners and recipients of all state social benefits who receive these funds through Ukrposhta (about 2 million people) will automatically receive 1,000 hryvnias on the day their pension or social benefit is paid. They do not need to submit any applications – they just need to decide what to spend these funds on.
Other citizens who cannot apply through the “Diya” application (including people with disabilities, residents of areas without communication, or people without smartphones) can apply through Ukrposhta from November 18 to December 24 inclusive – at any branch or through a postman.
Citizens with limited mobility who cannot come to the branch can contact the Ukrposhta hotline — 0 800 300 545. After receiving an SMS about the funds being credited, you can contact the branch or wait for the postman at home.
The received “Winter Support 2025” (issued through “Diya” or at a branch) can be used directly at Ukrposhta: pay for utility services, subscribe to a newspaper or magazine, pay for postal services, order Ukrainian-made medicines, purchase Ukrainian-made goods, or make a donation to the Armed Forces of Ukraine.
