Verkhovna Rada Committee Supports Government Bill on Basic Social Assistance

The Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights recommended the parliament to adopt as a basis the draft law No. 14051 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Provision of Basic Social Assistance”, prepared by the Ministry of Social Policy. The document provides for the unification of five current types of state assistance into one – basic social assistance, which will begin operating in 2026.

“The pilot project is ongoing, and this allows us to practice working out a new type of support in order to fully launch it on January 1, 2026. It is the adoption of the law that will guarantee consistent and successful implementation. In the new year, we will significantly intensify the implementation of basic social assistance, for which the budget provides 24.4 billion hryvnias, — said the Minister of Social Policy, Family and Unity of Ukraine Denys Ulyutin.

Among the key provisions of the bill is the introduction of a targeted approach, which replaces several small payments with one unified assistance focused on those who need it most. The amount of assistance will be determined individually for each family, taking into account its average income. A transitional period is also provided — already assigned payments will continue until the end of their term, even if the family has not yet switched to the new system of basic assistance.

In addition, instead of the subsistence minimum, a new indicator is being introduced — the estimated basic value, the size of which will be established annually by the Cabinet of Ministers of Ukraine. Currently, it is 4,500 UAH. For the main applicant, children under 18 years of age and people with disabilities of groups I-II, 100% of this amount will be applied, for other categories – 70%. For pensioners and persons who are not entitled to a pension, the percentage will depend on the insurance period in accordance with the government’s decision. The program will be administered by a specially designated authorized body.

Currently, within the framework of the pilot project, basic social assistance can be issued at service centers of the Pension Fund of Ukraine or online through the “Diya” application.
