The President of Ukraine, Volodymyr Zelenskyi, submitted to the Verkhovna Rada draft law No. 14059 “On sending units of the Armed Forces of Ukraine to other states”. The document refers to the dispatch of units of the Armed Forces of the Russian Federation to Great Britain and Turkey during the period of martial law. If this draft law is adopted, Ukrainian naval units will be able to go to the Republic of Turkey and the United Kingdom. The explanatory note states that this decision will allow the implementation of measures related to ensuring national security and defense, as well as contribute to the acquisition of modern military equipment and the training of personnel in its use.

“In the event of the termination or abolition of martial law in Ukraine and in the presence of the permission of the Turkish side for the passage of warships through the Black Sea Straits, the Ministry of Defense of Ukraine (at the request of the command of the Navy of the Armed Forces of Ukraine) informs the President of Ukraine of the need to return or recall the specified units and prepares and ensures the return of the units to their places of permanent deployment in Ukraine, – the explanatory statement says notes.

Financing of expenses related to the deployment and stay of Ukrainian military personnel in Great Britain and Turkey is planned at the level of 135 million hryvnias within the Ministry of Defense allocations for 2025.
