Yulia Svyrydenko announced the creation of a competitive virtual assets market in Ukraine according to EU standards

Ukraine plans to create a competitive and transparent virtual asset market that will meet European standards and promote the development of national innovative companies. This was announced by Prime Minister Yulia Svyrydenko, Forbes reports.

According to her, the government is systematically preparing a legislative framework for the launch of a modern crypto market. Bill No. 10225-d of April 24, 2025, which sets out clear rules for market participants, has already been adopted in the first reading and is being prepared for the second. The document is consistent with the provisions of the European MiCA regulation, which regulates the crypto-asset market within the EU.

The draft law provides for the creation of a separate specialized regulator that will operate within the limits of its powers. Its main task is to ensure effective supervision and at the same time maintain a constructive dialogue between the state and business, Svyrydenko emphasized.

“Ukraine aspires to become a regional hub for blockchain and crypto companies. We are open to cooperation with international funds, exchanges and local startups to build an ecosystem of trust and innovation,” the Prime Minister noted.

The topic of legalizing cryptocurrencies has been discussed in Ukraine for several years. The adoption of the relevant law should regulate the circulation of digital assets, introduce legal mechanisms for their use, and determine the rules for the activities of market participants.

Recall that in February 2022, the Verkhovna Rada adopted the law “On Virtual Assets” after the presidential veto. For its full implementation, it is necessary to adopt an additional document – on taxation of cryptocurrency transactions. This draft law was already supported by the parliament in the first reading in September, and the second reading may take place in November.
