34,000 civil service vacancies are still unfilled: head of the National Civil Service Agency Alyushina

As of June 2024, 158,000 civil servants were cut from the civil service, and currently more than 34,800 vacancies remain open. Nataliya Alyushina, head of the National Agency for Civil Service Affairs, told about this interview “To the Commander-in-Chief.”

“Since the beginning of the full-scale invasion, there has been an outflow of 7,000 civil servants: at the beginning of 2022, there were 165,000 – as of June 2024, there were 158,000. Currently, there are more than 34,800 vacancies. More than 4,000 colleagues have been mobilized – they are not included among these 158,000, although their positions are assigned to other employees.”, she explained.

The official also emphasized the difficulties encountered in finding qualified specialists for the civil service. In particular, the National Civil Service Agency conducted seven rounds of searching for a candidate for the position of procurement specialist before finding a suitable person.

“Ukraine found it difficult to find a person who would meet the established requirements. The work almost did not stop. Because you have to buy paper, and purchase software licenses, and sign contracts for garbage removal services… They managed to find an authorized a person who provided these functions. But these duties were additional for her, she also had to perform her own. Only on the eighth attempt did they find a person.”– said the head of the National Agency.

Nataliya Alyushina noted that people are reluctant to accept vacancies that remain after mobilized workers who are on duty. This is especially true for IT professionals, as the labor market offers them more favorable opportunities. Almost all state institutions face such challenges.
