Anti-Corruption Action Center filed a complaint with NABU regarding Umerov

The Anti-Corruption Center (ACC) submitted a statement to NABU regarding the possible commission of a crime by the Minister of Defense Rustem Umyerov under the article “Abuse of Power or Official Position”. About this informs press service of the Central Committee of the People’s Republic of China.

According to the CPC, the Minister of Defense refused to comply with the decision of the Supervisory Board of the Defense Procurement Agency to extend the contract with director Maryna Bezrukova for one year. In addition, Umerov fired two members of the Supervisory Board, Taras Chmut and Yuri Dzhigyr, who supported this decision.

The Central Committee emphasizes that according to the statute of the AOZ, the authority to not renew the contract with the head of the organization belongs exclusively to the Supervisory Board. The Ministry of Defense, as a management body, does not have such powers, which is enshrined in Clause 7 of Part 1 of Article 11-4 of the Law “On Management of State-Owned Objects”.

“In addition, Article 6 of the law, which defines the list of powers of authorized management bodies, including the Ministry of Defense, does not grant the specified ministry the right to usurp the exclusive powers of the Supervisory Board.

Thus, the minister’s decision not to renew the contract with the head of the AOZ was taken with the abuse of the power and official position given to him, deliberately, with the aim of obtaining benefits and contrary to the interests of the Ministry of Defense, and also caused grave consequences for the interests of Ukraine and its defense capability.” – says the statement.
