Demand for the “Green Card” among Ukrainians decreased in 2025
According to the results of January-November 2025, Ukrainian drivers issued 1.308 million international insurance certificates “Green Card”. This is 4.3% less than in the same period last year. The total amount of insurance premiums also decreased – to almost 5 billion UAH, which is 3.9% less year-on-year.
Analysts explain the decrease in demand for international car insurance by two key factors. Firstly, a significant part of Ukrainians has been living abroad for a long time and crosses the border less often with their own transport. Secondly, a number of European countries have introduced mandatory car registration at the place of residence, which automatically transfers drivers to local insurance policies instead of the Ukrainian “Green Card”.
Despite a decline in the number of road accidents caused by Ukrainian drivers abroad by 8.5%, the absolute figures remain significant. In 11 months of 2025, 13,290 accidents were recorded, for which insurance companies have already paid victims more than 46 million euros.
Experts emphasize that one serious accident in Europe can cost more than several accidents in Ukraine, because liability limits in most EU countries reach millions of euros. In such conditions, payments in individual cases may exceed 100 thousand euros.
The “Green Card” remains a key financial protection for the driver, as it covers damages caused to third parties in 47 countries in Europe, North Africa and the Middle East.
The presence of this certificate is a mandatory condition for traveling abroad by car – without it, crossing the border is impossible. It was previously reported that in January-September 2025 alone, the amount of insurance payments for road accidents abroad exceeded 38.9 million euros.
