In Kyiv, the former deputy head of the State Fiscal Service of Ukraine was detained, who, disguised as a lawyer, organized a “conversion center” with shadow circulation of 1.5 billion hryvnias. This was notified by the Security Service of Ukraine. The law enforcement officers do not disclose the name of the person involved, but the Chairman of the Committee of the Verkhovna Rada of Ukraine on Finance, Tax and Customs Policy Danylo Getmantsev specified that it is Yevhen Bambizov.
The investigation established that he involved four more accomplices in the illegal activity. Among them were two accountants and the head of an affiliated company that ensured the legalization and transfer of criminal proceeds into cash.
The main clients of the “conversion center”, according to the case materials, were representatives of commercial structures that performed contract work and provided services for budget institutions, trying to illegally appropriate state funds.
To hide “tracks” financial frauds, the participants of the scheme created dozens of controlled companies, most of which existed only on paper. To organize meetings with clients and store documentation, they rented an office in Kyiv.
During the searches, criminally obtained cash, seals of fictitious companies, bank cards, computer equipment and financial and economic documents confirming the operation of the scheme were seized from the organizer and his accomplices.
At present, all five participants have been detained. A notice of suspicion is being prepared for them under Part 3 of Art. 212 (evasion of payment of taxes and fees) and Part 3 of Art. 209 (legalization of criminally obtained property) of the Criminal Code of Ukraine. Perpetrators face up to 12 years in prison with confiscation of property.
The operation was carried out by employees of the Main Department of the Security Service of Ukraine in Kyiv and the Kyiv region with the participation of the State Tax Service, the State Financial Monitoring Service and under the procedural guidance of the Pechersk District Prosecutor’s Office of the capital.
